Its obviously a small indian town, which might be in Southern Mexico or Central America for the accents. We used to see the poor kids get beaten by their mothers that way, they usually chase them out of the house with a broom or hanger.
Apparently the kids did something, i couldn't tell exactly with their peasant accents and all the noise. The last guy comes in, stops the mom and begins to lecture the kids. The kids blame one for being "the leader" and the guy goes on saying they had it soft, for next time the entire town will rise against them. They've seen them grow across the years and it was not right what they did, etc. The kids nod in agreement.
